Enhanced DE Rantau Framework: Stay Up to 4 Years, With a New USD 36,000 Income Bar

By Anchor Nomad ยท Published 30 October 2026

TL;DR: MDEC has set out how the longer DE Rantau stay will work. From 1 December 2026, eligible pass holders can renew in 12 month blocks up to three times, for a maximum of four years in total. At the same time, the minimum income for Tech Talent rises from USD 24,000 to USD 36,000 a year, for both new and renewal applications. Non Tech Talent stays at USD 60,000. Renewal fees are unchanged, and a new Renewal Eligibility Report is required for the second renewal.

What is the Enhanced DE Rantau Nomad Pass Framework?

In our Budget 2027 update we covered the announcement that DE Rantau would move from a two year limit to a 2 years + 2 years pathway. MDEC’s FAQ on the Enhanced DE Rantau Nomad Pass Framework now fills in the details: when it starts, who can renew, what income you need and what extra paperwork applies.

The short version: you still start with a 12 month pass, but you can now be approved for up to three renewals of up to 12 months each, instead of just one. Each renewal is assessed on its own, so the four years are possible, not guaranteed.

How the stay now works

StageBefore 1 December 2026Enhanced framework
Initial passUp to 12 monthsUp to 12 months
First renewal (year 2)Up to 12 monthsUp to 12 months
Second renewal (year 3)Not availableUp to 12 months, with a Renewal Eligibility Report
Third renewal (year 4)Not availableUp to 12 months
Maximum stay24 monthsUp to 4 years

Renewals stay at 12 months each because DE Rantau is issued under the Professional Visit Pass (PLIK), which allows a maximum of 12 months per approval. It also lets MDEC check your eligibility every year.

The income change you need to plan for

Applicant typeCurrent minimumFrom 1 December 2026
Tech TalentUSD 24,000 a yearUSD 36,000 a year
Non Tech TalentUSD 60,000 a yearUSD 60,000 a year (no change)

This is the change most current holders will feel. If you were approved at USD 24,000, you can stay until your current pass expires under your existing conditions. But any renewal submitted on or after 1 December 2026 is assessed against the new USD 36,000 threshold. If your income is below it when you renew, your application may not be approved.

If your income goes up and down month to month, you can still qualify. MDEC looks at whether your annual income meets the threshold, based on your supporting documents.

Who can renew

  • Current pass holders who still meet the income, remote work and documentation requirements.
  • Former holders who already used the full 24 months (initial pass plus first renewal). You can apply for up to two more renewals, meaning up to 24 more months, from 1 December 2026.
  • Both Tech Talent and Non Tech Talent, as long as you keep working remotely for clients or employers outside Malaysia.
  • People who changed jobs. You don’t need to stay with the same employer. Just submit updated documents that show the change.
  • Remote employees who became freelancers. Freelancers and independent contractors remain eligible.

You can work with up to three overseas clients or employers at any one time. Renewal is never automatic, and the pass still does not lead to Permanent Residency or citizenship.

The new Renewal Eligibility Report (RER)

If you are applying for your second renewal (your third year), you must submit a Renewal Eligibility Report. It covers your initial pass and first renewal period, in MDEC’s prescribed format, with documents to back it up:

  • Your employment, freelance, business or professional engagement history
  • Income records and where your earnings come from
  • Tax compliance, including proof of filing and payment and confirmation of no outstanding tax, where applicable
  • Anything else MDEC or the authorities ask for

Without a complete RER, your application can be treated as incomplete. MDEC says a standard template will be available in the Mandatory Documents section of the official DE Rantau website. If you are in your second year now, start organising contracts, invoices, bank statements and tax records today rather than the month before you renew.

What happens during the transition

MDEC has temporarily paused new applications while it updates its systems and rolls out the enhanced framework. Renewals continue during this period. Here is how it plays out depending on where you are:

Your situationWhat you can do
Initial 12 month pass expires on or before 31 January 2027Apply for your first renewal during the transition, with a complete submission
Initial 12 month pass expires after 31 January 2027Renew within the normal renewal window under the rules in force at that time
Currently on your first renewal (year 2)Apply for your second renewal from 1 December 2026
Already used the full 24 monthsApply from 1 December 2026, assessed under the enhanced requirements

One important detail: any renewal submitted on or after 1 December 2026, including first renewals, is assessed against the new income threshold. Incomplete submissions are not treated as valid renewal applications.

Dependants

  • Approved dependants can be renewed together with you.
  • You can add a spouse, a child or a newborn at renewal, even if they weren’t on your original application.
  • Children are eligible up to age 18, except children with special needs. A child who turns 18 during the pass can stay until it expires, but cannot be renewed as a dependant after that.

Fees, timing and passports

  • Fees: no change to the renewal fee for now. Fees are non refundable once processing starts, even if the application is rejected.
  • When to apply: within the three months before your pass expires. MDEC recommends applying at least three months ahead.
  • Processing time: usually 6 to 8 weeks from a complete application, longer if MDEC asks for more information.
  • Where to apply from: you don’t need to leave Malaysia to renew, and you can also apply from abroad. Make sure endorsement is done before your current ePASS expires.
  • Passport: have at least 14 months of validity. Your renewed pass can’t run past your passport’s expiry, so a passport with 8 months left means you only get 8 months.

What to do now

If you hold DE Rantau as Tech Talent: check whether your annual income will be at USD 36,000 or more when your renewal is due. If it won’t be, and your pass expires before 31 January 2027, talk to us about your timing.

If you are in your second year: start building your Renewal Eligibility Report now, and make sure your tax filings are in order.

If you already left after 24 months: you can come back into the programme from 1 December 2026, as long as you meet the new requirements. Declare all your previous passes when you apply.

If you are a new applicant: new applications are paused for now. Use the time to get your documents ready, and plan around the USD 36,000 bar if you are applying as Tech Talent.
